16 July 2007 marked 30 years of the Asian and Pacific Centre for Transfer of Technology (APCTT) and its service and commitment to the region.  During these three decades, APCTT worked continuously to strengthen the technology transfer capabilities of the developing and least developed countries in the region.

It was indeed fitting that APCTT celebrated its 30th anniversary at the same time that ESCAP commemorated its 60th anniversary and India, the host country of the Centre, celebrated 60 years of its independence.

 

ESCAP chose Building an Asia-Pacific Century as the theme of its 60th anniversary celebrations. During the special celebrations to mark the 60th anniversary of ESCAP, the then Executive Secretary, Mr. Kim Hak-Su had said, “It is our privilege to serve the people of the region, and to be associated with their success”. “On this historic occasion”, he had stated, “ESCAP would rededicate itself to Building an Asia-Pacific Century.”   APCTT, as a regional institution of ESCAP, is proud to be part of this endeavour.

Establishment of the Centre

The importance of technology transfer for socio-economic advancement of the developing countries was recognized as early as the mid-sixties.   In 1965, at the first Asian Congress on Industrialization held in Manila, it was recommended that facilities be created to disseminate technical information and the transfer of know-how in the Asia-Pacific region.  From then on a series of recommendations were made for a regional mechanism to accelerate transfer of technology in the region.  Subsequently, through Resolutions 159 and 164 passed during the thirty-first (1975) and thirty-second (1976) sessions of ESCAP, the Regional Centre for Technology Transfer (RCTT) was established in Bangalore, India on 16 July 1977.  The Government of India provided host facilities for the Centre.


At the forty-first session of ESCAP following resolution 243 (XLI) of 29 March 1985, the Centre was renamed the Asian and Pacific Centre for Transfer of Technology (APCTT) under the terms of the Statute adopted at this session.


APCTT was relocated from Bangalore to New Delhi on 1 July 1993 to sprawling premises built specifically for the Centre by the Government of India.  The Host Country Agreement according the Centre the status of a United Nations institution with the applicable immunities and privileges was formally signed by ESCAP and the Government of India on 11 April 1994.

The Way Forward

Strengthened by 30 years of experience as the technology gateway for Asia and the Pacific, we at APCTT are trying to leverage the growth momentum of the technologically and economically dynamic member countries to the rest of the region - through benchmarking best practices and sharing of experiences from a technology capacity building perspective.  We hope our efforts would contribute towards meeting the ultimate challenge for the region ….. to bring the 680 million poor into the economic mainstream and to enable everybody to achieve a better standard of life, as envisaged in the Charter of the United Nations.

 

At present, our activities are directed towards technology capacity building, promotion and management of innovation and sub-regional and regional networking to enable the countries of the Asia-Pacific region to respond to the challenges posed by the new global economy and to achieve the MDGs.


On its 30th anniversary, APCTT renewed its commitment to member countries and stakeholders to work for the socio-economic advancement of the region.
