The third area of APCTT's strategy will be to significantly increase regional cooperation and cross-border technology to enable member States in the Asia-Pacific region to expand their technology base and address pressing challenges such as climate change. Following will be the pathways for this:
Strengthening Regional Frameworks, Networks, and Institutions
APCTT aims to become a central hub for partnerships in innovative and emerging technology areas by fostering regional networks among member States and technology support organizations. This initiative will begin with existing collaborations involving ESCAP’s regional institutions, sub-regional offices, and global networks such as the Climate Technology Centre and Network (CTCN). APCTT will establish thematic, interactive platforms to facilitate the exchange of ideas among technical personnel in frontier and niche technology domains. These platforms will support policymaking, capacity building, technology cooperation, and the transfer of innovative technologies.
Facilitating Cross-Border Knowledge Management
APCTT will establish robust and inclusive knowledge-sharing systems among its member States. By connecting member States to regional and global digital repositories on innovative and emerging technologies, APCTT will ensure seamless access to relevant information. The organization will also enhance the digital accessibility of its publications, including guidebooks, thematic papers, the "Tech Monitor" periodical, and e-learning resources.
The Strategic Plan for 2023–2027 emphasizes the importance of integrating digital knowledge management tools and platforms to promote collaboration among young scientists and technical personnel across member States. APCTT will prioritize the development of digital exchange programs and online collaboration systems to facilitate knowledge sharing and capacity building in emerging technology areas.
Strengthening Regional Cooperation Mechanisms for Technology Transfer
Central to Strategy 3 is APCTT’s commitment to promoting regional cooperation among member States. As part of this effort, APCTT will aim to establish at least two regional institutional cooperation platforms in prioritized technology areas during the Strategic Plan period. Building on its past successes in renewable energy, nanotechnology, traditional medicines, and biotechnology, APCTT will leverage these models to create similar mechanisms for emerging technologies.
In addition to these platforms, APCTT will continue to support member States through technology facilitation consultations, feasibility studies, and technology facilitation expos, with a particular focus on emerging technologies. The organization will also promote cross-learning opportunities in innovative technology domains and facilitate joint proposal development and programs. These efforts will be undertaken in collaboration with Regional Technical Institutes, United Nations Country Teams, national governments, and other relevant institutions.
Further, APCTT will strengthen regional frameworks through the ESCAP Commission to enhance the promotion and transfer of technologies. By fostering cooperation, knowledge exchange, and institutional partnerships, APCTT seeks to accelerate the adoption and diffusion of emerging technologies across the region.
